His Holiness, Pope Benedict XVI on the Traditional Latin Mass, from his memoirs:

‘But I was dismayed by the prohibition of the old missal, since nothing of the sort had ever happened in the entire history of the liturgy.”
“I am of the opinion that the old rite should be granted much more generously to all those who desire it. It is impossible to see what could be dangerous or unacceptable about that.”

    Quite. If a parish wants a Latin Mass, if their priest is willing, then let them have it.
    My understanding, though, is that you have to have the local bishop’s permission, outside of certain relgious orders? Is this true? Would the Pope be able to say explicitly, “You do not need your bishop’s permission”?

    Permission has already been given by Pope Saint Pius V when he codified the Tridentine Mass in 1570 “Quo primum”
